GENEVA, Apr 24 (Hina) - The UN Human Rights Commission unanimously
passed a resolution on the human rights situation in the Federal
Republic of Yugoslavia, Bosnia-Herzegovina and Croatia in Geneva on
Tuesday.
The Resolution calls on all parties to the Bosnian conflict to
strengthen democratic institutions, the freedom of the media and to
promote confidence-building, the rule of law and the respect for
human rights.
The Resolution strongly condemns ethnic cleansing and other
human rights violations. The Resolution stresses the responsibility
of Croatian and Bosnian Serbs and the indirect involvement of the
Federal Republic of Yugoslavia in these violations.
The Resolution expressly calls for the return of Croats who
were expelled from their homes in eastern Slavonia. It also calls
on the Croatian Government to create the conditions for the return
of local Serbs.
The Resolution strongly supports the search for missing
persons and POWs in former Yugoslavia and the investigation of mass
graves. It calls on the Federal Republic of Yugoslavia to release
the necessary documentation on missing persons to the governments
of Croatia and Bosnia-Herzegovina.
Most of the demands relative to the establishment of
democratic institutions, the freedom of movement, the freedom of
the media and minority rights were directed at Yugoslavia.
"Unlike the previous instruments of the UN Commission and the
General Assembly, the latest Resolution failed to stress the
responsibility of the Yugoslav political and military leadership
for crimes and human rights abuses in Bosnia and Croatia," Croatian
representative at the UN headquarters in Geneva, Neven Madej, said.
This indicated an attempt to balance out the responsibility
for human rights abuses between the sides, which was not acceptable
to Croatia, he said.
