Sarajevo authorities were systematically preventing the return
of Sarajevo Croats by applying the provisions of the Act on
Abandoned Flats. They were bringing Bosniac refugees to the city,
allowing them to enter Croat and Serb flats and settling them in
the reintegrated parts of the city. This contributed to the policy
of the Party of Democratic Action (SDA) aimed at the creation of a
one-nation and one-party Sarajevo Canton.
'Sarajevo is the only capital in Europe which does not have a
mayor. It is the only multi-national capital which has one-nation
and one-party authority, a city which one nation has left while the
other one is being prevented from participating in bodies of
authority and from protecting its national, political, cultural and
religious interests', said the statement, signed by the Council's
president Ivan Vidovic.
