persons would begin in May.

press conference today that the implementation of the program of
return of a large number of displaced persons would begin in May.

The Office, Zoric said, would soon present a guidebook which
is meant to help displaced people cope with a myriad of regulations
on the return.
The program of return, devised on the basis of the
Reconstruction Act, is conditional on the removal of mines and
reconstruction of destroyed facilities, Zoric said, estimating that
the return of refugees to certain areas would bring to those areas
the status of areas of special interest to the state.
Commenting on the situation in the Kupljensko refugee camp
near Karlovac (70 km southwest of Zagreb), Zoric said that there
were still some 5,000 Muslim refugees in the camp. Some 2,000
people wanted to leave the camp of their own accord. Some of them
would go to third countries while the care of those who should
decide to stay would be taken over by the Office for Displaced
Persons and Refugees, Zoric said.
