Presenting his report on the establishment of the Federation
to members of the Federation Constituent Assembly, Zubak stressed
that considerable progress had been made in the establishment of
the Federation recently. It was very important that the Federation
Government had started to function as a whole. The real transfer of
functions from the Republic of Bosnia-Herzegovina and the Croat
Republic of Herzeg-Bosnia to the federal bodies had started as
well.
Speaking about latest agreements between Bosniacs and Croats,
Zubak said that they were necessary so that differences in the
interpretation of the agreed issues could be avoided.
The survival of the Federation was of key importance to the
whole peace process. The final success of the Dayton peace
agreement would still depend on the financial and technical
assistance in the reconstruction of the country, Zubak said.
