According to unofficial sources, the document, aimed at
intensifying the peace process in Bosnia-Herzegovina, lists the
elements of the Dayton Agreement that have been implemented and
those that have not, along with deadlines for their implementation.
Among the problems that are yet to be resolved, the document
singles out "partial compliance with the obligation to release
prisoners-of-war." According to the estimates of Contact Group
experts, Moslems and Serbs are currently holding 250 prisoners.
The document also emphasises the presence of foreign
instructors, volunteers and "other military elements" who should
have left Bosnia long ago under the Dayton Agreement.
Also, neither the Bosnian Federation nor the Serb entity have
as yet harmonized their laws with the general principles of the
Bosnian Constitutions.
It was also agreed today that some responsibility for the slow
progress of the peace process lay with the international community,
which is not doing enough for Bosnia's economic reconstruction.
