LOWER HOUSE HEARS STATE AUDITORS' REPORT (DEBATE)

ZAGREB, Feb 2 (Hina) - The House of Representatives today heard a Report on the work of the State Audit Office in 1995 and the State Auditors' Report for 1994, submitted by Head State Auditor Sima Krasic. After hearing the report, representatives of the six Party Benches gave their official opinions, all favourable.
ZAGREB, Feb 2 (Hina) - The House of Representatives today heard a Report on the work of the State Audit Office in 1995 and the State Auditors' Report for 1994, submitted by Head State Auditor Sima Krasic. After hearing the report, representatives of the six Party Benches gave their official opinions, all favourable. #L# On behalf of the ruling Croatian Democratic Union (HDZ) Bench, Vladimir Seks noted that the report should have included statements of officials responsible for violations of the law. The HDZ insisted that the competent bodies institute proceedings against those responsible, Seks said. On behalf of the Social Democratic Party (SDP) Bench, Zdravko Tomac proposed the setting up of a special parliamentary body which would supervise the functioning of the executive power. According to Tomac, the reports submitted to the House today raised the issue of changes in the functioning of state administration. Istrian Democratic Parliament (IDS) representative Damir Kajin criticised the establishment for failing to audit the ministries of defence and internal affairs, as well as big public companies. "After these reports, the entire administration should be subjected to close scrutiny," Jozo Rados of the Croatian Social Liberal Party expostulated. Speaking on behalf of the Croatian Party of Rights, Ivan Gabelica said that "the worst was not the fact that abuses occurred but that no charges had been pressed." On behalf of the Croatian Peasants' Party (HSS) Bench, Luka Trconic advised that the judiciary and financial police should be especially trained to deal with financial crime. "The misappropriation of 10 percent of the state budget is plain ruination - it must be stopped at once," Trconic insisted. Most of the Members who took the floor during the subsequent debate agreed that the reports were "satifactory" and "correct". Several shared their ideas on how to prevent illegal transactions and misappropriation of budget funds. Srecko Bijelic (Croatian People's Party) criticised the Goverment for failing to give its official view on the audit reports. Stressing that 10 percent of the budget had been misappropriated and that other fraudulent and illegal transactions had been committed, Bijelic expressed "surprise" that nobody had been dragged to court or resigned. "The report has clearly shown where the stench comes from - it's now up to the government to clean it all up," SDP Member Mate Arlovic said. "We will never know what had been going on in the first three years after the establishment of independent Croatia. But now, the State Auditors' report has given the Parliament back its dignity and its proper role in supervising the government," Vlado Gotovac (HSLS) concluded. (hina) mm as 022028 MET feb 96
