IZETBEGOVIC'S PROPOSAL ON SPECIAL RELATIONS WITH CROATIA RELEASED ( Editorial: --> 1087 )

( Editorial: --> 1087 ) SARAJEVO, Nov 15 (Hina) - The Sarajevo media on Saturday unveiled two draft agreements expressing the views of the Bosniac side on relations between Croatia and the Bosnian Federation, and between Croatia and Bosnia-Herzegovina. The draft agreements were forwarded to Croatian President Franjo Tudjman from the office of the chairman of the Bosnia-Herzegovina Presidency, Alija Izetbegovic. Copies of the drafts were sent to the BH Press agency. Estimating that the consistent and complete implementation of the Dayton Agreement was in the interest of both sides and that it created a good base for the establishment of equal relations and development of cooperation consistent with the sovereignty, territorial integrity and independence of Bosnia-Herzegovina and Croatia, Izetbegovic proposed the establishment of a body which would be called the Joint Cooperation Council. This body, the draft agreement said, would work on stimulating and coordinating the cooperation between sides in economy, trade, joint investments and the use of energy and agricultural capacities. The Council would also work on improving cooperation in infrastructure, communications, technology transfer, education, culture, sport, information, social politics and health. It would also coordinate the work of non-government institutions, stimulate the development of regional and local self-government, coordinate reconstruction and development plans, as well as the implementation of privatisation and denationalisation. The Council would consist of ten members, five each from Croatia and the Bosnian Federation. Chairman of the Council would be the Croatian President, deputy chairmen two leading figures in the Bosnian Federation, and two secretaries. The Council, according to the Bosniac draft, would forward its suggestions to competent bodies of authority in Croatia and the Bosnian Federation for discussion. Within six months after this agreement took effect, signed agreements between the two countries would be discussed, negotiations would continue and agreement be completed about the Ploce port and passage through Neum without delay. The second draft agreement which envisages the establishment of an Interstate Cooperation Council, suggests that the body be involved in the "stimulation, strategic planning and coordination of the cooperation between sides," especially in issues foreign affairs and relations with the European Union, Council of Europe, Partnership for Peace and NATO, as well as other international organisations. The Council would also work on the cooperation with the international community in issues of reconstruction and development and secession to the property of the former Yugoslavia. The Interstate Council would consist of 12 members, six from each country, and leaders of the two states would take turns each year as chairmen of the Council. (hina) lm 151538 MET nov 97
