municipal elections "had to stop", German Foreign Minister Klaus Kinkel

The announced boycott was "totally unacceptable and will not be
accepted by the international community," the statement stressed.
Kinkel described the decision of the Bosnian HDZ, which he called
the strongest Croat party in the Bosnian Federation, as "especially
incomprehensible",
Those who called for the boycott of the elections had to know that
they were opposing peace and blocking the reconstruction and the return of
displaced persons, which would not remain without consequences, Kinkel
warned.
"It is sure that international financial sources will dry up for the side
which decides to boycott," the statement said.
Kinkel recalled that he had forwarded a letter together with his British
counterpart Robin Cook to the Croat member of the Bosnian Presidency,
Kresimir Zubak, as well as to Croatian Foreign Minister Mate Granic, asking
that the Dayton Peace Agreement be respected.
The Croat side had always had Germany's support, Kinkel said, but
added it was a two-way street.
