MOSTAR, July 10 (Hina) - Representatives of the Croat and Bosniac sides
signed an Agreement on Introduction of police to the Herzegovina-Neretva
Canton in Mostar on Thursday. #L#
The Agreement was signed by the Canton Prefect Fatima Leho and
Deputy Prefect Pero Markovic, Cantonal prime minister Mijo Brajkovic and
his deputy Ramiz Leto, president and deputy president of the Canton
Assembly, Ivan Bender and Omer Cevra, and Cantonal Interior Minister and
deputy, Valentin Coric and Sefkija Dziho.
The document was witnessed by the US embassy charge d'affaires,
Robert Beecroft and IPTF commissioner, Manfred Seitner.
The following is the full text of the Agreement:
1. To organise the Ministry of Internal Affairs of the Herzegovina-
Neretva Canton in its seat, which will provisionally be located in the
premises in Cernica.
To fill the Ministry with 60 (sixty) workers, as in accordance with
the percentage of national representation in the Canton, and thus to
ensure the functioning of all the fields of work of the Ministry. The
Minister and the Deputy Minister are obliged to have their offices in
the provisional seat and to run the Ministry from that very seat.
Deadline: July 5, 1997.
To deploy other workers from item 1 of this Agreement to jobs and
tasks of the Ministry in accordance with the Rule Book on Internal
Organisation, latest by August 15,1997. They will be situated in a
common building. In case the common building is not ensured by that
date, the workers would work in the existing premises, provided their
accommodation is ensured in a common building by September 15, 1997.
(so-called "Stone Building" or any building in the District will be
taken into consideration).
2. To establish the Police Administration in Mostar (six Police
Administrations).
The Police Administrations in the Municipalities of Mostar with the
majority of Croat population would be immediately filled with workers of
Croat nationality according to the corresponding number, and 50% of the
corresponding number of workers of the Bosniac nationality.
The same principles apply to the Police Administrations with the
majority of Bosniac population.
The filling means to put on uniforms of the same kind and insignia
that had been agreed earlier on. Deadline: July 8, 1997.
The final filling of the Police Administrations in Mostar with
workers, as in accordance with the Rule Books on Internal Organisation
of the Police Administrations, and the number (proportion) as in
accordance with the IPTF programme. Deadline: August 1, 1997.
3. To carry out the filling of the Police Administrations in all
other Municipalities in the territory of the Herzegovina-Neretva Canton,
as in accordance with the Rule Books on Internal Organisation of Police
Administrations, a follows:
In the Municipalities in which the Croat civil authorities have
factual control, the way to fill them is with police workers of the
Croat nationality according to the corresponding number, and with
workers of the Bosniac nationality in 30% of the corresponding number.
The same principle applies to the Municipalities in which the factual
control lies in the hands of the Bosniac civil authorities. Deadline:
July 15, 1997.
To carry out the final filling of the police Administrations from
Item 3 of this Agreement with workers, as in accordance with the Rule
Books on Internal Organisation of the Police Administrations.
The filling means to put on uniforms of the same kind, and
provisional insignia that had been agreed earlier. Deadline: August 15,
1997.
4. The final filling of the Police Administrations from this
Agreement, in regard to the number of workers means its filling in
accordance with the IPTF programme, which both sides accepted earlier.
5. Police officers will be accommodated in common (same) buildings.
6. These principles and deadlines will be applied to the
Departments of border police.
