ZAGREB, June 18 (Hina) - The Croatian Parliament House of
Representatives continued on Wednesday its 20th session which had been
started mid last month. Besides six items left for discussion, 14 items
to vote on, the agenda contains another 21 items. #L#
Voting on items discussed in the first part of the session, the
Lower House adopted several important laws, among which the Law on
Associations and Law on Prevention of Money Laundering.
The Law on Prevention of Money Laundering stipulates measures for
the discovering and preventing of illegally acquired money from entering
the banking and financial systems.
Under the Law, An Office for the Prevention of Money Laundering
would be established at the Finance Ministry, which would gather
information on suspicious transactions. The Law stipulates the
obligation of banks to establish the identity of the party with whom it
is carrying out a transaction of 105,000 kuna or over the amount (US $
17.5 million).
Most MPs voted for the adoption of the Law on Associations which
regulates their founding, registration, duties, and administrative and
inspection control over their work. The Law also stipulates the taking
over of socially-owned property used by a former union.
The property is first to be turned to the ownership of the state
and then the government is to distribute the property. If unions do not
reach an agreement among themselves about the distribution of the
property within six months, the government is to allocate it according
criteria set by the Parliament.
The House of Representatives also adopted a Law on Privatisation
and the right of Management and Usage of Real-estate Used by Former
Political Organisations. The government, or a ministry authorised by the
government, is to transfer the ownership of the real-estate, according
to criteria set by the Parliament, to political parties, invalids'
associations and units of local self-government.
The adoption of this Law fully respects the constitutional
principle of private ownership.
With most votes for, the Lower House adopted the Law on the Fund
for the Compensation of Confiscated Property, and the Law on Real-estate
Sales.
The MPs also adopted the report of the Investigative Commission for
establishing responsibility concerning the 'wheat scandal' (unjustified
export, and then import of wheat). With most votes and at the suggestion
of members of the Croatian Democratic Union (HDZ), sections concerning
the responsibility of the government have been omitted from the Report.
The Lower House also adopted the Report on the work of the Croatian
Radio and Television (HRT) and Report on the business operations of the
HRT for last year, recommending that special attention be paid at HRT to
programs for national minorities in their languages.
