Bildt's statement, issued in Sarajevo today, said that
yesterday's ratification of an agreement on special relations
between Yugoslavia and Republika Srpska by the Yugoslav parliament
severely threatened the spirit of the Dayton agreement. Bildt added
that the international community would have to consider it
seriously.
The Yugoslav government had been warned that such an agreement
did not comply with the peace agreement and the Constitution of
Bosnia-Herzegovina and that it should not be ratified until
necessary discussions took place, he said.
By rejecting such an instruction, the Belgrade regime showed
that it had no respect for the peace process in Bosnia, except when
it was in its own interest, Bildt said in the statement.
The ratification of the agreement by the Bosnian Serb
parliament was a joke, Bildt said, recalling that the Bosnian Serbs
had in that way violated regulations of their own constitution.
Although the agreement on special relations between Yugoslavia
and Republika Srpska cannot come into force until it is adopted by
the Assembly of Bosnia-Herzegovina, Bildt warned that the actions
of Pale and Belgrade, since they represent the violation of the
Dayton agreement and constitutional principles, would definitely
affect the attitude of the international community towards Pale and
Belgrade authorities.
