BOS $ NIA - SILAJDZIC SARAJEVO, 16 March (Hina) - Haris Silajdzic, co-chairman of the Bosnian Council of Ministers last night commented on a law ratifying an agreement on special relations between the Federal Republic of Yugoslavia and Republika Srpska, adopted yesterday by the Republika Srpska Assembly. Speaking in last night's central news broadcast, Silajdzic said that not only the implementation of the Dayton agreement but peace itself in Bosnia were in danger. #L# Asked whether that meant that Dayton II was in sight, Silajdzic recalled that the Dayton agreement is an international agreement and if it is not implemented partially or completely, it will be annulled, which will bring the whole process back to the beginning. The agreement was signed by Bosnia and Herzegovina, Croatia and Yugoslavia, and the signing was witnessed by representatives of the European Union, Russia, Great Britain, Germany, France and the United States, Silajdzic said. Should negotiations start again, it would be Bosnia and Herzegovina who would negotiate and there would be no Republika Srpska, as it existed only in the Dayton Bosnia and Herzegovina, he stressed. Without the Dayton Bosnia and Herzegovina, there would be no Republika Srpska, Silajdzic said. The ratification of the agreement between Yugoslavia and Republika Srpska by the Bosnian Serb Assembly was not valid, said a statement from the office of the high international representative Carl Bildt. Colum Murphy, spokesman for Bildt's office, said that the agreement could only be adopted by the Assembly of Bosnia and Herzegovina. Republika Srpska was only one of the two entities constituting the sovereign state of Bosnia and Herzegovina, Murphy said. (hina) rm 161343 MET mar 97
