UP TO 1,400 CRO DOCUMENTS ISSUED DAILY IN DANUBIAN AREA-ARNOLD

VUKOVAR, March 19 (Hina) - The current mandate of UNTAES will have lasted by 15 July, and in June the UN Security Council should decide on a form and nature of the UN presence in next six months. A spokesman for UNTAES, Philip Arnold, informed about it a news conference in Vukovar on Wednesday. The UN Security Council would evaluate progress which may be achieved, including the conduct the elections, organisation of political authorities in municipalities and how the Croatian Government was fulfilling obligations under the Erdut Agreement and the Letter of Intent on the completion of peaceful reintegration, Arnold said. He added that next weeks, Croatian Danubian area's residents, working in public companies, would be offered 400 contracts on employment in the post offices and telecommunications services, 200 contracts in the electric power industry, 220 contracts in railway traffic and about 950 contracts in the education system. Arnold said that representatives of Croatian authorities and local Serbs reached agreement on authorities of the council of municipalities, which will act for interest of Serb community, as a an advisory body, and will also name Sub-Prefects in two Counties which cover the Croatian Danubian area and assistants to ministers, outlined in the Croatian Government's Letter of Intent. Speaking of the list of war crimes suspects, which the Croatian Government has sent, Arnold said that UNTAES had recommended to local Serb representatives that they should consult with the Croatian Justice Minister about some issues concerning the list. Until two days before, about 78,000 Croatian citizenship certificates and about 64,000 identity cards had been issued, and between 1,300 and 1,400 documents were issued a day, the UNTAES spokesman said and added that he believed that the Transitional Administrator Klein's decision on the boundaries of constituencies had been final. Asked about the status of persons who moved into the UNTAES- controlled area after 15 January, 1996, and about a possibility that they could also vote, Arnold replied that UNTAES maintained that few people had arrived there since that date. Some local politicians said that there were several thousand such people. Klein told them that if they could draw a list with sensible evidence on a great number of such cases, he would consider it, Arnold said. (hina) jn mš 192003 MET mar 97
