a draft strategy of economic development until the year 2005. The
final version of the document will be adopted at the end of January
next year and sent to the Croatian National Sabor.
The strategy defines Croatia as an open European state, with its
economy based on export, production growth, new technologies and
knowledge, Prime Minister Zlatko Matesa told reporters after the
session, which was held behind closed doors.
The Government also adopted a programme of activities for
eliminating illiquidity. According to Matesa, the programme is
based on three guidelines, the first two being changes to the ways
of securing payment, and to the Laws on Payment Operations,
Bankruptcy and on Destraint.
According to the third guideline, the Government undertakes to
grant interest rates amounting to the Croatian National Bank (HNB)
discount rate for all payments made by the state after the expiry of
90 days.
Today's session also adopted the final bill on salaries of judges
and other judicial employees and sent it to the Sabor.
In reaction to Tuesday's tragic killing of five persons in Pozega,
the Government decided that all automatic weapons and machine guns
are to be handed over by May next year, without criminal
proceedings. The Government will also propose changes to the Law on
Weapons, introducing unconditional prison sentences for those
owning such weapons after the May deadline.
Asked about the situation in Martin Brod, Matesa said the
Government did not discuss the issue at today's session.
That is something to be discussed by Foreign Minister Mate Granic
and High Representative to Bosnia-Herzegovina, Carlos Westendorp.
The talks are proceeding in keeping with an earlier agreement for
the joint Croatian-Bosnian commission for borders to resolve it,
Matesa added.
On the occasion of Christmas holidays, the Government decided to
transfer state commodity stockpiles to an association of Bosnian
Croat displaced people and refugees. The commodities include
foodstuffs worth almost 14 million kuna for refugee families in the
regions of special state concern.
