privileges for Croatia and Bosnia-Herzegovina also in 1999,

special envoy's office in Zagreb.
The EU Council of Ministers is expected to adopt a decision by the
end of this year on extending trade privileges for the two
countries. The adoption of the decision was suggested by the
European Commission.
This decision means that Croatia's exports to EU countries in 1999,
which amount to half of its overall exports, will be exempt from
quantity restrictions and customs duties, while the upper tariff
rate for industrial products will be raised by five per cent, the EC
statement said.
Certain progress has been noticed in the strengthening of democracy
and respect for human rights in Croatia, as well as concerning the
improvement of relations with the neighbouring countries. However,
that progress is still not enough to re-activate the Phare
programme, the statement concluded.
