Djukanovic said Wednesday that the opening of a border crossing
with Croatia at Debeli Brijeg (between Montenegro and southern
Croatia) was one of the conditions for Montenegran economy policy.
He added that the issue must be resolved soon.
"If the federal government does not resolve this issue, the
crossing will be independently opened by the Montenegran
government," Djukanovic told reporters in Belgrade an a symposium
of Yugoslav economists on economy policy for next year.
Djukanovic said Montenegro has "created conditions for the
withdrawal of certain sanctions," that it expected trade benefits,

Djukanovic reiterated that Montenegro did not accept the decisions
of the federal government, and would place customs tariffs under
its control and fins means to protect itself from the inflation of
