MADRID, Dec 15 (Hina) - The Croat member in Bosnia's collective
three-men Presidency, Ante Jelavic, on Tuesday advocated an
unconditional return of all refugees, the establishment of a joint
economic system in Bosnia, the strengthening of the banking and the
reform of the payment sector, and an all-round battle against
corruption.
Jelavic spoke at a two-day conference of the Peace Implementation
Council which monitors the peace process in Bosnia-Herzegovina
(BH). The Madrid summit closes on Wednesday.
Jelavic suggested the establishment of a government office at the
Bosnian Council of Ministers for cooperation with the
International Criminal Tribunal for Former Yugoslavia. The office
would abolish all parallel institutions "which deal with the issue
without authorisation," he said.
According to the Bosnian Croats' opinion, Jelavic said the return
of all refugees who wish to return could be effected only based on an
integral return plan covering the entire BH.
"One of the priorities is definitely the unconditional return of
more than 400,000 Bosniaks (Moslems) exiled from the territory of
the Bosnian Serb republic who are currently on Bosnian Federation
territory, because in the contrary, the application of different
criteria for the sides in BH cannot be endorsed," said Jelavic.
Without a return of that kind, "there is no survival for the state of
BH, or we will have a BH full of social and other tensions," he
added.
Successful reintegration and economic revival was preconditioned
on transparent work between state and entity institutions, and
openness with regard to donation and loan spending.
Jelavic said the Bosnian Croat side agreed it was necessary to
intensify activities aimed at the establishment of a law-based
state, the passing of a new electoral law, and a more effective
functioning of joint BH institutions.
The Bosnian Croat side, he added, was willing to discuss the
formation of new military and police units, such as border units,
only if "a decision is reached on a significant reduction of
military structures in BH, in keeping with budgetary possibilities
in the Bosnian Federation and the Bosnian Serb republic."
