When they established the opposition bloc, the Social Democratic Party (SDP), Liberal Party (LS), Croatian Social Liberal Party (HSLS), Istrian Democratic Assembly (IDS), and the Croatian People's Party (HNS) agreed that all decisions would be made by consensus.
