KLEIN, Dec 5 (Hina) - There is no sense in having two armies in
Bosnia-Herzegovina nor is it in accordance with the country's
financial situation, said Deputy High Representative for
implementation of the Dayton agreement, Jacques Klein.
In an interview with Saturday's issue of the Sarajevo-based
magazine "Dani", Klein warned that 36 per cent of money from the
Croat-Muslim Federation budget was being set aside for military
expenses. It would be wiser to direct those funds into
reconstruction and development, he noted.
Perhaps the best solution would be to demilitarise Bosnia-
Herzegovina and leave only police forces, Klein said.
He added though that this would probably not be accepted by the
Muslim side, so it was necessary to reconcile the two military
structures in the country in an economically profitable way.
One possibility is the establishment of multi-ethnic military
units, which could act in case of floods or earthquakes.
Klein recommended the strengthening of ties between Croatia and BH,
warning Zagreb and Sarajevo to keep away from Milosevic's
Yugoslavia adding that the country had nothing to hope for.
