Speaking about the current situation in Bosnia at today's plenary session of the U.N. General Assembly, Simonovic informed the session in detail about the content and importance of the recently signed agreements on special relations between Croatia and the Federation of Bosnia-Herzegovina and on access to the Croatian port of Ploce by Bosnia-Herzegovina and free passage through the Bosnian town of Neum. These two agreements are not the only two inter-state agreements, Simonovic said recalling a protocol on navigation on the Sava River and its tributaries and an agreement on joint reconstruction of traffic links. He reiterated Croatia's support for the Dayton peace agreement and its principles. Abrogation from the principles of integrity of a single, internationally recognised Bosnia-Herzegovina, of decentralisation and equality of the three constituent peoples is "unacceptable, and can only serve to weaken the overall peace process". In regard to this, Simonovic addressed the unfavourable position of Bosnian Croats. "Bosnian legislature must protect the equality of its three constituent nations...Such protection should be reflected in the electoral law and the support of national cultural institutions", said Simonovic. He also welcomed recent calls by High Representative Carlos Westendorp and his deputy Jacques Klein for Bosnian Croats to return to central Bosnia and the northern region of Posavina. The Croatian ambassador also warned of problems in relations with the Bosnian Serb entity, primarily the fact that it still harboured indicted war criminals Radovan Karadzic and Mile Martic. Simonovic also stressed that the Republika Srpska authorities "continue to impede plans for the establishment of a Croatian consulate in the regional centre of Banja Luka, and in that way further resist and hamper Croatian efforts" to institutionalise refugee returns.
