exceed 45 billion kuna. The Government will insist on a balanced
budget. The projected claims and debits have been based on an
expected GNP of 5 per cent and an inflation rate of 3-5 per cent,
with the debits growing slightly slower that the GNP.
The Government must submit a budget draft to the Parliament by
November 15. To that effect PM Matesa launched fast-track

Some ministers described the draft as even more "peace time
oriented" than the one for 1998, the first Croatian budget that
channelled most funds into development of the economy and
agriculture, raising of pensions and salaries in education and
Medicare.
The draft gives more money for reconstruction of the economy,
agricultural development and improvement of living conditions for
university students. More money has been envisaged for salaries of
teachers and university professors and the employees in Medicare
and the judiciary.
In accordance with the ongoing reconstruction of the Ministry of
Defence, the Government will try to ensure the smooth functioning
of that Ministry and the Ministry of the Interior with reduced
funds, without reducing employee rights.
Just like this year's budget the 1999 budget will try to take into
account the needs of pensioners, the underprivileged and all the
victims of the Homeland war.
