ZAGREB, Nov 5 (Hina) - The work of the Croatian Government can be
assessed as very positive, said Croatian President Franjo Tudjman
on Thursday while chairing a special session of the Croatian
Government marking the third anniversary of Premier Zlatko
Matesa's leadership.
Opening today's session Premier Zlatko Matesa presented President
Tudjman with an inventory of all that the Government had achieved
since last year's session chaired by the President.
Listing the priorities facing the Government in the forthcoming
year, Matesa referred to national employment policies which,in the
Government's opinion, have been unsatisfactory to date.
It is very important to regulate the activities of the state
administration, that is to decentralise administrative functions
as well as the settling of debts between various subjects, he said.
President Tudjman signified the peaceful reintegration of the
Croatian Danube region (15 January 1998) as the most important
event of the past year.
In addition, he mentioned the agreements on special relations
between Croatia and the Federation of Bosnia-Herzegovina which is
to be signed next week.
And finally, Tudjman referred to the second Pastoral Visit to
Croatia conducted by the Holy Father.
President Tudjman also relayed a series of objectives which should
be aspired to in the forthcoming year.
Economically, it is important to finalise the vital elements of
reconstruction and return of all refugees; to maintain macro-
economic stability, the growth rate of the Gross Domestic Product;
and to decrease imports and increase exports said Tudjman.
Economic policies must be founded on strategies of concentrated
efforts obviously within our limited means and resources. We need
to set fewer priorities and then obtain maximum results in these, he
said.
Fiscal policies must be founded on a balanced budget which needs to
be reflected by balanced stabilisation, development and social
politics, he said.
Emphasising that next year special attention will be given to
consolidating the banking system in Croatia, President Tudjman
said that it was necessary to develop more effective legal
regulations.
In this regard, he recommended the establishment of a temporary
coordinating committee to monitor the economic and financial
system and to offer its recommendations.
President Tudjman spoke about the problem of various bodies not
meeting payments and the problems arising with regard to
unemployment.
