ZAGREB, Oct 23 (Hina) - The Croatian Returnees' Association (ZPH) +believes that the Law on Areas of Special State Concern must not be +annulled, but it should be amended towards improving its +implementation.+ The ZPH thinks that the
implementation of the law has not been +successful in all areas of special state concern, especially in the +Danube River region.+ In those areas where the law is implemented, it is done partially, +the ZPH administrative board said after today's discussion on the +said law.+ The law should be harmonised with other laws which regulate the +reconstruction and return processes and include incentives and +development programmes for areas of special state concern.+(hina) rml+ +
