CROATIAN DISPLACED HOLD TALKS WITH OSCE REPRESENTATIVE

( Editorial: --> 3468 ) OSIJEK, June 24 (Hina) - The Croatian Government's Programme for the Return and Care of Displaced People and Refugees is a good document but we will carefully monitor its application, the head of the OSCE Mission in Croatia Tim Guldimann said at a meeting with the Croatian Returnees Association (ZPH) in Osijek on Wednesday. Expressing support for the Government's document, Guldimann said his only objection concerned the model of solving the issue of tenancy rights which, in his opinion, has merely been indicated. Guldimann also pointed out a lack of executive powers of housing commissions, which have a very important role. The OSCE will insist that this problem be solved, Guldimann said. ZPH vice-president Tomo Povreslo said that Croatian displaced people were dissatisfied with the Government's document because they believed that it was drawn up under pressure from the international community. The displaced are also dissatisfied because the document puts on the same level both those who were expelled from their homes during the Serbian aggression and occupation of parts of Croatia and those who fled during the liberation of the occupied areas, Povreslo said. He called on OSCE representatives to exert their influence on people occupying the homes of Croat displaced people in the Croatian Danube River region, so that they could accept organised accommodation until their problems were solved in some other way. Representatives of Croat displaced people from the Danube region asked the OSCE to objectively report about the process of peaceful reintegration. It was estimated during today's talks that cooperation between the ZPH and the OSCE was improving. ZPH representatives asked the international community for more support in the reconstruction of Vukovar. (hina) jn rml /mbr 241920 MET jun 98
