ZAGREB, May 8 (Hina) - Representatives of the Article 11 Commission
had talks with representatives of major political parties in
Croatia, in the US Embassy in Zagreb on Friday, about the document
by which the Croatian Government has established its procedure for
return of Serb refugees.
Following the meeting, which discussed the document "Procedure for
Individual Return of Persons Who Left the Republic of Croatia", the
Article 11 Commission released the following communiqué which
states:
"As pointed out in our communiqué of April 29th, we are disappointed
that the return procedures worked out after long consultations
between representatives of the international community and the
Government of Croatia were substantially and negatively changed by
the Government of Croatia. We do not advocate a "massive overnight"
return; however, we consider it essential that the Government of
Croatia establish mechanisms that allow those who wish to do so to
return home and reclaim their property.
In view of the serious consequences that this will have for
Croatia's relationship with the international community, we felt
it important to meet with the major political parties of Croatia to
present to them our views as to how this happened and why the
international community is prepared to react strongly. We also
raised our concerns about the proposed legislation to rescind
certain property laws.
We informed the political party representatives of our decision to
suspend indefinitely participation by the international community
in the proposed "Conference on Reconstruction and Development in
the Republic of Croatia", and we noted that other strong measures
are under consideration. We have urged the Government of Croatia to
adopt and implement procedures that guarantee fully the right to
return and reclaim property. We note that Foreign Minister Granic
has committed us that the Government of Croatia will adopt new,
improved procedures that address our concerns. We look forward to
the implementation of this commitment.
When there are matters of serious concern to the international
community, it is healthy and natural to have a dialogue not only
with the Government of Croatia but with all the major political
forces in the country. We hope that this meeting will be the first in
such a process, and we look forward to future dialogue on matters of
shared concern."
