ZAGREB, Dec 8 (Hina) - Croatian Premier Zlatko Matesa and the
Croatian Government Minister in charge of cooperation with the
Federation of Bosnia-Herzegovina and Bosnia-Herzegovina, Milan
Kovac, on Wednesday held talks in Zagreb with the international
representative for the BH Federation and Republika Srpska,
Christian Schwarz-Schilling, on the return of refugees and the
Amnesty Law.
Schwarz-Schilling told reporters after the meeting the talks
focused primarily on the possibility of refugee return, the Asylum
Law, the Amnesty Law, and possibilities of further cooperation in
those areas.
Schwarz-Schilling added the meeting tackled the Amnesty Law,
which, as he said, after a recent ruling of the Constitutional
Court, should be partially changed.
The Croatian Constitutional Court at the end of last month quashed
the verdicts of a group of Croatian Serbs, the-so called Sodolovci
group, who received prison sentences of different duration for the
war crime against the civilian population. The verdicts were
quashed due to the violation of criminal proceedings.
Kovac described the talks with the German diplomat as "very useful
and constructive", especially the part concerning Annex 7 of the
Dayton agreement on the return of refugees.
According to Kovac, the meeting tackled concrete cases and problems
the authorities in Bosnia-Herzegovina were facing, which reflected
on the return of Croatian Serbs who had fled Croatia following
Operation 'Storm'.
"There are different kinds of information which are being
interpreted differently, and I believe that through this kind of
talks we can adopt a solution and enable refugees to return safely",
Kovac said.
He added that in talks with Croatian authorities in Zagreb
international representatives were frequently mentioning Mostar,
Capljina and Stolac, which Croatian authorities were accepting.
However, Kovac added, Croatian authorities want to know whether the
international community knows that 10,000 Serbs have returned to
Drvar and Glamoc, whereas not a single Croat has managed to return
to Derventa or other parts of the Bosanska Posavina region.
According to Kovac, Schwarz-Schilling promised to visit those
areas in order to become acquainted with concrete problems.
