ZAGREB, Dec 7 (Hina) - In line with the Law on the Election of Representatives to the Croatian National Sabor, the State Election Commission of the Republic of Croatia has established Mandatory Instructions on the Rights and
Obligations of Foreign Monitors in Monitoring the Operation of Bodies in Charge of Implementing the Elections for the Croatian National Sabor's House of Representatives. Foreign monitors will be issued certificates confirming their status as foreign monitors by the State Election Commission. Foreign monitors are obligated to present to the electoral body, whose work they will observe, certificates they have received from the State Election Commission, confirming their status as foreign monitors and granting them the right to access the entire election material and monitor the election procedure. A foreign monitor is not allowed to disturb the work of an electoral body. The
ZAGREB, Dec 7 (Hina) - In line with the Law on the Election of
Representatives to the Croatian National Sabor, the State Election
Commission of the Republic of Croatia has established Mandatory
Instructions on the Rights and Obligations of Foreign Monitors in
Monitoring the Operation of Bodies in Charge of Implementing the
Elections for the Croatian National Sabor's House of
Representatives.
Foreign monitors will be issued certificates confirming their
status as foreign monitors by the State Election Commission.
Foreign monitors are obligated to present to the electoral body,
whose work they will observe, certificates they have received from
the State Election Commission, confirming their status as foreign
monitors and granting them the right to access the entire election
material and monitor the election procedure.
A foreign monitor is not allowed to disturb the work of an electoral
body. The president of the electoral body will orally warn the
monitor who disturbs the work of the electoral body. Should the
monitor continue obstructing the work of the electoral body,
despite the warning, the president of the electoral body has the
power to remove the monitor from the voting site.
A foreign monitor who is observing the work of a voters' committee
is allowed to:
- attend the work of the voters' committee from preparations for the
opening of the polling station, during the voting and the counting
of ballots, to the establishment of election results;
- come to and leave the polling station without disturbing the
voting procedure and the work of the voters' committee;
- point out to the president of the voters' committee possible
irregularities, in which process he is not authorised to give
instructions to the voters' committee;
Foreign monitors are not allowed to give instructions to voters.
In case a monitor is addressed by a voter, the monitor is obliged to
refer the voter to the president or a member of the voters'
committee.
Foreign monitors are not allowed to:
- stay at the polling station without visible official cards;
- wear a sign, badge, or material of a political party, minority
association, or a candidate;
- make audio or video recordings;
- influence voters in any way.
Regulations regarding the monitoring of voters' committees will be
appropriately applied also to the monitoring of election
committees.
