ZAGREB, Dec 1 (Hina) - Presidents of six opposition parties, that make up the Opposition Six alliance, on Wednesday signed a Declaration under which they bind themselves to constitute together a government and revise the ownership
transformation and privatisation if they win the coming parliamentary election.

By the 16-point Declaration on basic guidelines of their activities
after the election, Opposition Six parties would like to create
prerequisites for sanctioning all cases in the ownership
transformation and privatisation where there is founded suspicion
that crime was committed or office abused.
By the Declaration, parties announced definitely that they would
run in the election in two blocks - SDP (Social and Democratic
Party) and HSLS (Croatian Social and Liberal Party) will set up one
block, while HSS (Croatian Peasants' Party), LS (Liberal Party),
HNS (Croatian People's Party) and IDS (the Istrian Democratic
Party) will be the other block.
They reiterated they would not form a coalition with the ruling HDZ
(Croatian Democratic Union).
The Coordinator of the Opposition Six, Ivica Racan, told reporters
that the opposition had not discussed the composition of a future
government. He dismissed allegations that agreement on the would-
be premier was burdened by a possibility that a presidential
election might be soon scheduled.
If the Opposition Six parties win the election, they will eliminate
the semi-presidential system and strengthen a role of the
parliament, depoliticize armed forces and police and put the work
of security and intelligence services under control of the National
Sabor, Racan read out the Declaration to reporters.
During its first hundred days, the new government will establish
the real state of affairs in the country and acquaint the public
with measures and time terms for the implementation of the joint
policy, Racan added.
The Opposition Six also promised to rehabilitate the banking
system, reconsider its work in the previous period and cut
expenditure from the state budget. Means from the budget will be
allocated to incentives to the economy, employment, education, the
pension system, public health, social welfare, science and
culture.
Leaders of the Opposition Six today refuted accusations that they
have been financed by foreign secret services. Such allegations
were published in Wednesday's issue of "Vjesnik" daily, and quoted
by the information news programme "Motrista" late last night on
television.
Racan described such claims as "paranoia and a theory of
conspiracy" that serves the pre-election campaign of the HDZ.
Drazen Budisa (HSLS), said there were certainly cases of the
activities of foreign intelligence services in Croatia due to the
war, but their logic is to be infiltrated in state institutions
rather than in the opposition. For Budisa, the confirmation for his
statement is "leaking of information" even from the Office of the
President of the Republic.
Vlado Gotovac refused, in detestation, any possibility that he
should prove that he is not an agent, maintaining that a country,
where leading politicians are accused of something like that, has
lost any moral and political prudence.
