ZAGREB, Nov 24 (Hina) - The president of the parliamentary bench of
the ruling Croatian Democratic Union (HDZ) on Wednesday said the
government would initiate proceedings for the establishment of
circumstances for the temporary disability of the President of the
Republic to perform his duty as soon as the HDZ Presidency decides
so.
"Discussions which should finalise the decision very, very soon
will begin today or tomorrow. When the HDZ Presidency establishes
that the government should initiate that mechanism, the government
will do so," HDZ's Vladimir Seks said after today's session of
parliament's House of Representatives, which adopted the
Constitutional Law on the Temporary Disability of the President of
the Republic to Perform His Duty.
Seks said that even though the ruling party had attempted
everything, there had been no consensus on the Constitutional Law.
He claimed it had been impossible to pass some decisions prior to
voting, including the one on the date of impending parliamentary
elections. Calling the elections, he explained, was a
constitutional power reserved for the President of the Republic,
which could be taken by the president of parliament only after the
passing of the constitutional law on temporary disability.
Opposition Six coalition coordinator Ivica Racan told the press
after today's parliament session he hoped the passing of the
constitutional law marked the end of a period of instability, which
he stressed had been caused in great part by the behaviour of the
ruling structure.
It is good that it is all behind us, especially if we are going to
face Croatia's concrete problems, Racan said.
