compiled by top officials of the HSLS and the Social Democratic
Party (SDP).
Budisa said the date of the parliamentary elections, which the
ruling Croatian Democratic Union announced for 22 December, was
uncertain due to Croatian President Franjo Tudjman's illness.
"Given that the elections most probably won't be scheduled
tomorrow, as has been announced, and that it is questionable when
they will be held, the HSLS will not yet confirm the list for
parliament's House of Representatives," said Budisa. He estimated

candidates' names.
Budisa announced the SDP, HSLS's coalition partner, would also
postpone the confirmation of joint electoral lists, and added he
believed the other parties making the Opposition Six group would do
likewise.
Budisa today advocated urgent changes to the Croatian Constitution
which would abolish the half-presidential system. "For the past ten
days, the President has been unable to govern the state, and we know
how extensive his authority is," he said.
Budisa said that in the future, the President of the Republic should
be elected at direct elections, and not in parliament.
The HSLS president welcomed a consensus parliamentary parties
reached on Friday to not dissolve parliament until 27 November, the
Constitutional dissolution deadline. He assessed the consensus a
contribution to the stabilisation of the political system in the
country.
Budisa announced the Opposition Six would take the elections in two
coalitions. He pointed out the HSLS stuck by an agreement on pre-
electoral, electoral, and post-electoral cooperation signed by the
SDP, the HSLS, the Croatian Peasants' Party, the Istrian Democratic
Assembly, the Liberal Party, and the Croatian People's Party. The
agreement binds the Opposition Six parties to compose a joint
government on the basis of electoral results, and not to enter
coalitions with the ruling HDZ.
