The process of reconstruction of buildings in Vukovar is also
hindered by the fact that a large number of these are cultural
monuments under protection and request a different and lengthy
approach to reconstruction, Marenjak said.
Marko Brajko of the Development and Reconstruction Ministry warned
about the work of foreign non-government associations such as the
Dutch people's aid, the Dutch council for refugees and the Lutheran
association which are participating in the reconstruction of
family houses in the Danubian area without deeming Croatian laws
and relevant institutions.
"These organisations are even making their own assessments of war
damage on buildings and are thus violating laws and other positive
regulations of the Republic of Croatia," Brajko said.
He cited as a positive example the ASB organisation which is the
European Union's partner in the reconstruction of the Danubian
area.
