ZAGREB, Oct 19 (Hina) - The Croatian National parliament house of counties on Tuesday endorsed the final bill on Public gathering which determines locations where peaceful protests and rallies are or are not allowed to be held. The ruling Croatian Democratic Union (HDZ) party bench did not support criticism and amendments motioned by representatives of the Opposition. The Bill forbids the organisation of rallies in the vicinity of hospitals, kindergartens and primary schools, cultural monuments of zero category, national parks and nature reserves, as well as highways and intrastate roads. Zvonimir Sabati of the Croatian Peasants' Party (HSS) bench held that the bill was restrictive as it did not protect the freedom of gathering guaranteed by the Constitution. Sabati was exceptionally critical towards the provision forbidding the organisation of public gathering on highways and intrastate roads, saying this was aimed at preventing the protests of peasants. Opposition party benches also held as impermissible the possibility of the Interior Minister to forbid gathering without justification, and stressed the need for a more precise definition of the provision about forbidding public gathering near cultural monuments of zero category.
