ZAGREB, Sept 21 (Hina) - Bills on the election of MPs and electoral units, proposed by the ruling Croatian Democratic Union (HDZ) bench, on Tuesday received the approval from the Sabor's House of Representatives' Legislative

ZAGREB, Sept 21 (Hina) - Bills on the election of MPs and electoral
units, proposed by the ruling Croatian Democratic Union (HDZ)
bench, on Tuesday received the approval from the Sabor's House of
Representatives' Legislative Committee.
The lower house of the Croatian national parliament will discuss
these bills on Thursday, September 23.
Jadranka Kosor of the HDZ said in an introductory speech that the
proposed bills would enable everybody to participate equally,
objectively and fairly in the election process.
Kosor claimed that the HDZ and the Opposition Six had reached
agreement on most issues (except on the number of seats for
representatives of national minorities), but Luka Trconic of the
HSS (Croatian Peasants' Party) disagreed with her. We did not think
only of the electoral law but we took in consideration all other
instruments important for fair and free elections such as acts on
the Croatian Radio and Television (HRT), electoral units, lists of
eligible voters, Trconic replied. No agreement was reached on this
matter, and we cannot speak of some consensus, he said accusing the
ruling party of having just bought time.
Refusing the accusation, Kosor pinned the blame on the six
opposition parties for discontinuation of negotiations on
amendments to the HRT Act. According to Kosor, her party is still
prepared for a possible resumption of meetings.
The proposed bill is acceptable for the Croatian Party of Rights
(HSP), but Boris Kandare of this party announced an amendment for
enabling Croatian citizens with no permanent residence in the
country to vote by mail.
