ZAGREB, Oct 6 (Hina) - A commission set up to investigate circumstances which led to a shooting at the Zagreb Municipal Court on 22 September in which three persons were killed on Wednesday released a report. The commission concluded the weapon was brought into the court building due to negligence of court security personnel. The murderer entered the court building without passing through the metal detector door, namely through the court's Department of Land Books. The commission holds also responsible the Ministry of Justice because it changed the law on the security of courts, which stipulates that courts should be guarded by judiciary police. On the day of the murder, the main entrance was guarded by four court employees and one judiciary policeman. The issue of individual responsibility will be established in disciplinary action, Ivan Turudic, commission chairman and assist justice minister, told the press. The commission's report says about one thousand employees were in the court building at the time of the murder, that between 08.30 A.M. and 2 P.M. the number of parties entering the court building is the highest, and that up to several thousand people enter the building in that period of time. The report concludes that due to the very high number of parties entering the building, and with an entirely inadequate security system, armed parties could enter the building without passing through the metal detector door. The report states that the president of the Zagreb Municipal Court, Djuro Sessa, on several occasions demanded a higher number of judiciary policemen. His request was not met due to understaffed personnel. The minister of justice will forward the report to the government, which will take adequate measures to improve security in courts.
