ZAGREB, Sept 29 (Hina) - The Croatian Parliament's House of Counties on Wednesday discussed five bills and thus concluded its 33rd session. The Upper House endorsed the adoption of a bill on the authority of the Government to regulate
via decrees certain issues in the jurisdiction of the House of Representatives. Among the bills which were rejected was a bill on amendments to the Law on the Protection of Military and Civil Victims of War, which was motioned by Djurdja Adlesic of the Croatian Social Liberal Party. It was suggested the Government settle the issue integrally. Also rejected was a bill on amendments to the Law on the Duties and Rights of State Officials, in which Anton Kovacev of the ruling Croatian Democratic Union suggested that management and supervisory board officials be enabled to stay in their offices for another year. ZAGREB, Sept 29 (Hina) - The Croatian Parliament's House of
Counties on Wednesday discussed five bills and thus concluded its
33rd session.
The Upper House endorsed the adoption of a bill on the authority of
the Government to regulate via decrees certain issues in the
jurisdiction of the House of Representatives.
Among the bills which were rejected was a bill on amendments to the
Law on the Protection of Military and Civil Victims of War, which
was motioned by Djurdja Adlesic of the Croatian Social Liberal
Party. It was suggested the Government settle the issue
integrally.
Also rejected was a bill on amendments to the Law on the Duties and
Rights of State Officials, in which Anton Kovacev of the ruling
Croatian Democratic Union suggested that management and
supervisory board officials be enabled to stay in their offices for
another year.
The debate on the Government's authority to use decrees to regulate
certain issues focused on the Government-Upper House relationship,
given that the current House of Representatives mandate expires at
the end of November.
Ratko Maricic of the Social Democratic Party wondered, "has
consideration been given to the relationship between the
legislative activity which the Government will then perform and the
House of Counties, which won't be dissolved?"
The Upper House voices its opinion on bills which are to be
forwarded to the Lower House, and can return a bill to the Lower
House for a new decision-making, but cannot do so with Government
decrees, Maricic said.
Milan Markanjevic of the Liberal Party objected to the fact that
part of the Upper House's legislative activity was being
eliminated. He suggested that the authority of passing laws be
transferred to the Upper House until a new Lower House was
constituted.
Upper House president Katica Ivanisevic said the Upper House cannot
discuss any issue in Lower House jurisdiction, but added it can
discuss them. She explained the Upper House can motion bills,
propose and appoint the judges of some courts, discuss the Rule
Book, etc.
