ZAGREB, Sept 2 (Hina) - The failure of six opposition parties and the ruling Croatian Democratic Union (HDZ) to reach an agreement about the electoral law is a major step back in ensuring conditions for free and fair elections, Tim Gazivoda, head of the Campaign Vote 99, said in Zagreb Thursday. The Campaign Vote 99 is a civil coalition for free and fair elections which gathers more than 130 non-government associations. Gazivoda held that during talks about the electoral legislature, nobody took into consideration the interests of citizens - voters. Although the Opposition Six is also responsible for this, the biggest responsibility for an agreement not being reached bears the HDZ who did not follow the May agreement about the necessity to adopt a packet of electoral laws which would include the electoral law, a law on electoral units and a law on the Croatian Radio and Television (HRT). The Campaign Vote 99 will lobby to be included in the drafting of the new electoral law, and would ask the Government to make possible the updating of lists of voters ahead of the elections, amendments to the HRT law and the appointment of a HRT commission of ethics, and legal regulations for supervising elections by non-government organisations.
