SARAJEVO, July 30 (Hina) - The Stability Pact for South Eastern Europe may be effective if the same conditions are ensured to all included countries, if proportionate reduction in military forces is conducted in all of them and if
they are offered sufficient assistance for the reconstruction of war-stricken areas and for the development of countries which suffered direct and indirect war damage, said Croatia's President Franjo Tudjman in his speech at the plenary session of the Stability Pact's Summit in Sarajevo.

Without concrete steps in this sense even the best political
declarations and objectives cannot yield desirable results,
Tudjman said on Friday.
He added that "the Republic of Croatia is offering its active
support to the Stability Pact" to whose preparation this country
had contributed as well.
Expressing confidence that all participants in the gathering are
instilled with wish that "the Stability Pact may become an event of
the long-standing historic significance", Croatian President
claimed that, on grounds of historical experience, "main causes of
the crisis in this area stem from unsolved national-political and
cultural-civilisation differences with inerasable religious and
ethnic identities and traditions."
Being ready to participate in European integration, the Croatian
people is resolute not to allow recurrance of historical mistakes
in any form, Tudjman stressed.
For Croatia any concept is unacceptable of integration in some neo-
Yugoslav, neo-Yalta and similar frameworks as they have shown their
pernicious character, said Tudjman in the speech he delivered at
Friday's plenary session.
