GELBARD: LACK OF POLITICAL WILL IMPEDES CHANGES IN BOSNIA

SARAJEVO, June 10 (Hina) - The U.S. President Bill Clinton's special envoy for the implementation of the Dayton Accord, Robert Gelbard, on Thursday described the achievement of the military-technical agreement on the implementation of a peace plan for Kosovo as a historic act. At a news conference which he held at the end of his official visit to Sarajevo, Gelbard stressed that Serbia with the current regime could not count on assistance in the reconstruction. According to the American diplomat, the help which is a part of the Stability Pact for South-Eastern Europe will be directed only to Kosovo and Montenegro. He warned that the latest developments were putting Bosnia-Herzegovina as well into a new position. This country is now at the important cross-roads, said Gelbard adding that political leaders in Bosnia must do much more in the implementation of the Dayton Accords than before if they do not

He warned that the latest developments were putting Bosnia- Herzegovina as well into a new position. This country is now at the important cross-roads, said Gelbard adding that political leaders in Bosnia must do much more in the implementation of the Dayton Accords than before if they do not want that money be re-directed into other parts of the region. Gelbard again criticised the slow privatisation and economic re- structuring of Bosnia, bribe and the blockade of structures of authorities produced by internal ethnically-motivated conflicts. The political will is a key to solutions of these problems, the American added. Asked about reasons for the discontinuation of the conduct of the Equip and Train Programme for the Bosnian Federation, Gelbard said he had personally made this decision as the United States was dissatisfied with the achieved level of integration of elements of the federal armed forces. We will spend neither American nor other funds to strengthen two separate armies, he said. Gelbard also criticised great expenditure for the military purposes from the federal budget, as almost 40 percent of budget means was now being allocated for this purpose. (hina) ms
