The American diplomat said he had discussed with Bosnian

He stressed that he had conveyed the disappointment of the American
side with poor progress in the implementation of the Dayton
Agreement in the last nine months adding that ordinary people in
Bosnia have not deserved to be represented by incompetent
politicians.
Gelbard explicitly criticised local authorities in Sarajevo saying
that they are responsible for enabling Croats and Serbs to return to
the Bosnian capital.
