During his press conference in Mostar on Thursday, this German diplomat assessed that developments in Yugoslavia showed that the international community was resolute more than ever to bring all responsible for war crimes and the ethnic cleansing to justice. Speaking of Wednesday's talks with Herzegovina-Neretva Canton
officials about difficulties in the establishment of the joint
Croat-Moslem bodies, he said Croat representatives had failed to
sign an agreement on the matter, and expressed regret at this.
He announced talks between the head of the Mostar branch office of
the international community and Croat representatives. In case
this attempt bears no fruits, the International High
Representative, Carlos Westendorp is likely to use his powers,
Schwarz-Schilling added.
He warned that the international community was losing its patience
and that the greatest possible attention would be dedicated to
Mostar and Herzegovina in the coming months.
The agreement, which Moslems (Bosniaks) have signed but Croats
refused, should regulate the permanent joint centre of
Herzegovina-Neretva Canton Government, the German explained.
It would unite the canton police, facilitate the adoption of this
year's budget, provide for the usage of a single seal and solve
cases of expulsion from flats in Mostar after the signing of the
Dayton Accords.
