this was the first report to have recognised the fact that the country was in a specific situation in comparison to other countries in transition. The delegation head, Zarko Domljan told reporters after the Assembly session Croatia has now finally entered calmer waters in relations with the Council of Europe. "We can now be calm and collected in awaiting the final report, when the monitoring of Croatia's fulfilment of obligations will end," Domljan said. He said a review of the adopted report could take place earlier than April next year, as stated by the Assembly, when an acceptable electoral law is passed. Committee's report on Croatia's fulfilment of obligations, a
member of the Croatian delegation, Nikola Obuljen, said this was
the first report to have recognised the fact that the country was in
a specific situation in comparison to other countries in
transition.
The delegation head, Zarko Domljan told reporters after the

the monitoring of Croatia's fulfilment of obligations will end,"

The Parliamentary Assembly also discussed a report on the return of
refugees and displaced persons in Croatia, on which Croatian
representatives had several comments and abstained from voting on
the issue.
Obuljen said contrary to the Monitoring Committee's report, this
report was not balanced, and questionable data was used.
This report is almost exclusively focused on the problem of
refugees of Serb nationality, and fails to even mention exiled
Croats from Yugoslavia (Vojvodina) or from Bosnia-Herzegovina, he
stressed.
