ZAGREB, Apr 27 (Hina) - A three-day seminar on strategic planning and securing resources began at the "Petar Zrinski" military academy in Zagreb. Organised by the Croatian Ministry of Defence (MORH) and United States company MPRI, the
seminar gathers 30 high ranking MORH and Croatian Army Headquarters officials, and will feature a series of lectures and workshops on managing MORH financial resources, and planning, programming and drafting budgets. Opening the seminar, Croatian Defence Minister Pavao Miljavac recalled the preliminary work done at the MORH over the past two years to make the resources planning and distribution system applicable by 2001. A precondition for the introduction of the said system was a reorganisation of the MORH and the Croatian Army Headquarters. added it was fully adjusted to Croatian needs.
MPRI president, retired general Carl Vuono, said a budget planning,
programming and drafting system was the foundation of every armed
force. The new system's aim is the making of programmes according to
which resources will be spent in the best possible way.
