Last week's conference gathered the foreign ministers of the European Troika - Germany, Austria, and Finland - and their colleagues from Croatia, Bosnia-Herzegovina, Macedonia, Bulgaria, Romania, Albania, Slovenia, and Hungary. Also in attendance were European commissioners Emma Bonino and Hans van der Broek, the United Nations commissioner for refugees Sadako Ogata, and chairman of the Organisation for Security and Cooperation in Europe Knut Vollebaek. The Thursday meeting in Luxembourg will also be attended by representatives of international financial institutions. (hina) ha
