the failure to arrange relations between inhabitants of that part of the Yugoslav (Serbian/Montenegrin) federation. (Serbian/Montenegrin) federation.

aforementioned developments, read the statement signed by

The commission called on all factors to seek a just solution to the
conflict and lay foundations for a long-standing peace.
"In Kosovo, Bosnia-Herzegovina, and in the whole of the Balkans,
peace is possible, as without peace the life becomes impossible,"
read the message adding that the resolution should be found without
"a dangerous precedent of changing state borders."
The commission recognises Kosovo Albanians' full right to
national, cultural and religious particularities which may be
ensured through local self-rule and without the denial of the fact
that Kosovo belongs culturally and historically to the Serbian
people as well.
All involved in attempts to resolve the Kosovo crisis have been
called not to respect the power of those who are stronger as these
are not times of victors and defeated but the times when we look at
killed, expelled, abused and scared people in the scorched and
destroyed land.
After the horrible four-year-long war, people and nations in
Bosnia-Herzegovina have been suffering for three years due to the
an inadequate peace solution, made perfunctorily and with a lack of
the sense for justice. We would like and urge that the Kosovo
problem should be settled by a fair enough and permanent
resolution, the statement added.
The commission acknowledged that the force currently used by NATO
is certainly not the most satisfactory solution for the Serbian
people but these development are the consequence of the systematic
violence carried out against other peoples in the former (Serb-
dominant) Yugoslavia.
The commission recalled that the medieval Christian doctrine
allowed the removal of tyrants, calling on all who can remove
tyrants to stop bowing down and negotiating with such persons.
It is high time the international community recognised only those
who respect principles of freedom and peace, the statement said.
