MOSTAR DISPROPORTIONATE MOSTAR, Feb 18 (Hina) - The return of refugees and displaced persons to Mostar was developing to the detriment of Croats, because Serbs and Bosniaks were coming back to three mostly Croat-controlled municipalities, while Croats had not been returning to Bosniak-controlled municipalities, Mostar's mayor Ivan Prskalo told reporters on Wednesday. Prskalo stressed Bosniaks had failed to carry out their part of an 1998 agreement on the return to the Mostar region. He added that 31 Croat houses, which accommodated Bosniak refugees, have not yet been returned to their rightful owners. The deadline for allowing the owners to move into their houses expired in mid January 1999, Prskalo concluded.(hina) it/mm
