PRISTINA, Jan 17 (Hina) - The Kosovo Liberation Army (KLA) headquarters on Sunday issued a declaration saying international factors were in part to blame for a massacre in which more than 40 people were killed in the village of Racak
last Friday. The declaration says the Serbian regime is the chief culprit for the massacre, but added international factors are in part also to blame because of their failure to defend the resolutions and the Charter of the U.N. The KLA said the Racak massacre should be the last warning to Kosovo Albanians to assist the KLA with manpower and equipment in its struggle for freedom in the south Yugoslav province where, the KLA said "the Serbian state regime has banished all reason and committed a new massacre against Albanian civilians," despite KLA's recent release of eight Serbian soldiers.(hina) ha
