ZAGREB, Dec 11 (Hina) - The Croatian Parliament's House of Counties on Monday dismissed final draft laws on police and audit on the transformation and privatisation of property. All MPs agreed an audit of the privatisation process was
necessary, but many said the suggested method of doing so was questionable. The Croatian Democratic Union (HDZ), being the most numerous in the House, assessed as unacceptable the motion that the audit be carried out selectively. They suggested the audit be carried out in all companies, according to the dates of issued privatisation decisions. They also hold that the audit, as had been suggested, could bring more damage than good, as it would lead to economical and legal insecurity. Most representatives at the House of Counties agreed that the draft law was not concrete and convincing enough, forwarding it, thus, into the third reading. The Upper House also refused the

The Upper House also refused the draft law on police, as, the HDZ
holds, the police authority would exceed the frontiers of
constitutionally guaranteed civil freedoms.
This, they say, particularly pertains to the provision according to
which police would have the authority to determine the period of
temporary cessation of the freedom of movement by their own
assessment, giving the police authority to keep arrested people in
custody for an undetermined period of time.
