ZAGREB, Dec 5 (Hina) - Croatian and Canadian judges exchanged their
experience with the functioning of their judiciaries and European
standards of independence and impartiality of the judiciary at a
two-week seminar held in Montreal this November, a Croatian
Helsinki Committee (HHO) representative, Bojan Munjin, told
reporters in Zagreb on Tuesday.
The seminar was a meeting of two different legal traditions, said a
HHO member and professor at the Zagreb Law School, Ivo Josipovic,
adding the two countries shared some problems regardless of the
level of their economic development.
Croatian judges were impressed with the so-called case management,
which frees Canadian judges of all technical work in dealing with
court cases. Also, Canadians do not take records of court processes
but film everything, which speeds up the entire procedure, he
said.
Court proceedings in Canada are fast and effective and it is
unimaginable for citizens not to have respect toward the court and
not to show up for court hearings. The first civic duty in Canada is
elections and the second respect for court, which has nothing to do
with the level of economic development but with the understanding
of democracy, Josipovic said.
Stressing that Croatian courts are burdened with a large number of
unresolved cases, Josipovic said it was necessary to increase the
number of judges, agree on an adequate form of education and
measures aimed at resolving part of the cases in a reasonable period
of time.
