ZAGREB, Nov 20 (Hina) - A process of restructuring the Croatian
Railways (HZ) has so far proceeded very slowly and most objectives
have not been accomplished yet, assessed members of the World
Bank's mission that paid a one-week visit to Croatia to analyse
activities in relation to the HZ restructuring programme.
During their final meeting on Monday, the HZ Management and the
mission harmonised further activities in the implementation of
this project, the HZ public relations office said in a statement.
Of $ 85.4-million-loan, granted by the World Bank for the conduct of
the HZ restructuring programme in four years, the HZ has used only
13.5 million dollars since June 1999 when the time term for the use
of the credit started. The used means were given to former HZ
employees who voluntarily left the company and who received funds
as stimulating means for their departure from the HZ.
After drawing up a new organisation and systematisation, the HZ
management will compile a list of redundant workers and forward the
document to the World Bank by 31 January 2001. The same procedure
will be repeated in 2001 for 2002.
Gradual reduction of the number of employees will be adjusted to
changes in the business process so that safety and security of
traffic and transport will not be threatened.
The care for layoffs will be carried out in line with an adequate
social programme which is being elaborated and which should be
endorsed by the Croatian Government.
The World Bank is willing to allocate one million euro, for the
implementation of the social programme, and the funds will be used
for the work of consultants and centres for business changes which
should help employees during and after the dismissal period.
