Thursday, Croatian Defence Minister Jozo Rados said Friday the
incident in military barracks in Ogulin can be the cause of setting
standards by which ministers could offer their mandates, even when
it comes to direct responsibility.
Rados talked to reporters after a session of the Committee for
Internal Affairs and National Security which convened in the wake
of Thursday's incident in military barracks in Ogulin where five
soldiers were heavily wounded and sixteen others suffered light
injuries in an explosion of a live grenade in a training area.
"I think that ministers, since there is such a thing as political
responsibility, should in cases like this, offer their mandates to
the Prime Minister and the Parliament. Established standards would
mean that ministers would not oppose a possible suggestion by the
Prime Minister that they should offer their resignations to the
Parliament," Rados said.
He added it was up to the Prime Minister to decide what to do which
his mandate.
Asked whether Rados spoke with Prime Minister Racan, he said "this
is an issue with great political implications, but we did not
discuss it yesterday night".
We must wait for all reports "to make any articulate decision in
that sense," Rados said, calling his offered resignation a "regular
procedure".
Rados told the Internal Affairs Committee that reports the Defence
Ministry will submit would be the first attempt of a systematic
attitude of the Defence Ministry towards the competent Committee
and Government.
He added based on a special law which will very soon be forwarded
into parliamentary procedure, strategic documents should be
drafted and the army's defence and military strategy defined, after
which a restructuring of the armed forces is to follow.
"Despite all difficulties infiltrating from the society into the
army, the army is aware of its tasks. Combat readiness and awareness
of the army, despite this grave incident, is assessed as positive,"
Rados said.
